Any team that goes into training camp with more than 70 players will be penalized by having players released and possibly draft pick loss.

Be sure you are 70 or less.

Just to clarify, do players on IR count towards the 70 or not?

Yes. It's all of your players, whether active, inactive, IR, etc . . .
