I propose a few changes to the CFL Constitution dealing with draft rules and the schedule that we use. I have highlighted the changes in bold and you can see the proposed changes here:
http://www.thecfl.net/newconstitution.html

"Changes to the CFL Constitution are determined by majority vote of the Committee of the Whole."

Before starting an official vote, I'd like to open these changes up to comments. What are your thoughts on these changes? Are there other changes that should be made as well?

As for this change, I would like to clarify whether the pick will be made automatically as soon as they are on the clock or as soon as their 4 hour limit expires. I personally am hoping for the later.

I think you also need to define how the pick will be decided upon when that time comes and add it to the constitution.

In this case the pick will be made as soon as they are on the clock. The purpose of this rule is to avoid waiting another 4 hours.

Good point. What we have done in the past is that Doug or myself will make a suggested pick and ask a few other owners who are online if they think the pick makes sense or not. Once three owners agree that it is a good pick for the team then the pick is made. Does this sound fair, or does anyone have other suggestions?

I think that is fair, and I'm fine with the changes.

I like it with the added clarification of how the pick is made...

Okayed by Vegas' front office.

I think the previous instances of the auto-selection were both objective and far better than what the software was suggesting.

By using the majority approval of online owners also plays into the 'time-saving' aspect on which the rule was initially based.

How bout we add a rule effective immediately that if a team trades its 1st round pick and then ends up sucking and getting a top 5 pick they get it back and give up a future 1st round pick in return. :D

The team can still make picks on "auto" and can put players on their list. A pick will only be made for them if there is no one on their list.

Good catch, hadn't thought about that...

I know Taco said they can use their list, but maybe we should put this in the Constitution...

"If a team goes over their time limit twice, their time limit becomes :01 second." Maybe that addresses it? Because that is how long the tool takes?

I agree, that should be in the constitution. I have made these changes and created a new version of the document. Here is the new link:
http://www.thecfl.net/newconstitution2.html

Are there any other changes before I start a new official vote?
