That is correct

From the constitution:
STAFF HIRING

During the first stage of Staff Hiring, all staff (Head Coaches, Offensive and Defensive Coordinators, and Scouts) who were under contract the previous season may only receive contract offers from their most recent employer. Coordinators provide the only exception to this rule: they may receive a Head Coaching offer from any team during this stage. Violation of this rule will result in the offending owner's export being disregarded for the Stage 1 Staff Hiring sim.

Staff Hiring stages 2 and 3 will be run normally. Staff who were not under contract the previous season may receive offers from any team at any time.

Hmmmm, maybe I shouldn't complain about Goodwin, maybe the coaching staff deserves more credit in Tucson.
