Please remember:

In the first round, each team has a four (4) hour time limit to make a selection. In the second round there is a three (3) hour limit. In the third and fourth rounds there is a two (2) hour time limit. In the fifth, sixth, and seventh rounds, there is a one (1) hour time limit. Any team missing a pick will have their time limits reduced by 90% per missed pick. Teams will only be "on the clock" during official draft hours, from 8:00 a.m. EST to Midnight.

Executive decision several years back. The utility allows for an automatic % adjustment after a missed pick. I can't set it to 15 minutes for each missed pick without a lot of manual work.

That said, if you miss a first round pick, you're at 18 minutes for round 2 and 12 minutes for round 3 and 4. It works out approximately.
