CFL Constitution

Ratified by the Committee of the Whole Thursday, March 31, 2005

We, the Owners of the Continental Football League ("CFL"), in order to form a more perfect Solecismic Experience, insure Front Office Football Tranquility, and secure the blessings of Jim Gindin to Our Teams and our Posterity, do ordain and establish this Constitution of the Continental Football League.

  1. OBJECT

    To have fun (and win the CFL Bowl while doing so).

  2. LEAGUE STRUCTURE

    The CFL is comprised of 32 teams. The league is divided into two conferences, the Eastern Football Conference and the Western Football Conference. Each conference contains four divisions of four teams each.

  3. GOVERNANCE

    The CFL is governed by a Committee of the Whole consisting of all team owners. The Committee of the Whole designates a Commissioner by majority vote. The Commissioner serves until he or she resigns or is removed from office by majority vote.

    The Commissioner has the authority to interpret playing rules and to handle all necessary and routine CFL business, including discipline. Methods of discipline for rule violations include, but are not limited to, warnings, public reprimands, reversing transactions, loss of draft picks, and removal from the league.

    All decisions, rulings, and interpretations by the Commissioner are subject to veto by the Committee of the Whole by majority vote. Changes to the CFL Constitution are determined by majority vote of the Committee of the Whole.

  4. LEAGUE RULES

    The game may be played without restriction as allowed by the Front Office Football 2007 game, except as described below. An owner who violates any of these rules is subject to discipline, as described in Section III.

    1. SPORTSMANSHIP

      All owners in the CFL are required to practice good sportsmanship at all times. Sportsmanship is defined as “[c]onduct and attitude considered as befitting participants in sports, especially fair play, courtesy, striving spirit, and grace in losing.” American Heritage Dictionary, Fourth Edition (2000).

      Some examples of unsportsmanlike conduct that may subject an owner to discipline include: 1) changing a player's position for the sole purpose of lowering his ratings; 2) releasing a highly rated player late in the season to help another team; and 3) throwing games.

    2. OWNER PARTICIPATION

      All owners are expected to participate in CFL forum discussions and regularly submit exports, even when a team is out of contention. Failure to do so may result in removal from the league.

    3. ROSTERS

      1. A team may never have more than 70 players under contract at any one time.

      2. No team may sign any player who was released after Week 17.

    4. TRADES

      1. Trades will only be processed after all involved owners have posted their consent in the “Confirmed Trades” forum.

      2. Conditional trades are prohibited.

      3. Draft picks that are not available in game cannot be traded.

    5. Starter playing time may never be set to below 50% during the regular season or postseason.

    6. STAFF HIRING

      During the first stage of Staff Hiring, all staff (Head Coaches, Offensive and Defensive Coordinators, and Scouts) who were under contract the previous season may only receive contract offers from their most recent employer. Coordinators provide the only exception to this rule: they may receive a Head Coaching offer from any team during this stage. Violation of this rule will result in the offending owner's export being disregarded for the Stage 1 Staff Hiring sim.

      Staff Hiring stages 2 and 3 will be run normally. Staff who were not under contract the previous season may receive offers from any team at any time.

    7. FREE AGENCY

      Any free agent asking for 3 or more years MUST be offered a contract for at least 3 years for the duration of the first (pre-draft) 12 stage free agency period. In the second (post-draft) free agency period, any contract may be offered.

      Any GM violating this rule will have the player immediately cut (thus penalizing with bonus payment) and will also lose a draft pick at the Commissioner's discretion.

  5. DRAFT

    The rookie draft uses the FOF Conscriptor utility.

    In the first round, each team has a four (4) hour time limit to make a selection. In the second round there is a three (3) hour limit. In the third and fourth rounds there is a two (2) hour time limit. In the fifth, sixth, and seventh rounds, there is a one (1) hour time limit.  Any team missing a pick will have their time limits set to a 15 minutes for each pick thereafter.  Teams will only be "on the clock" during official draft hours, from 8:00 a.m. EST to Midnight.

    Owners trading picks after the draft utility is "live" must move their picks within the utility.


  6. SCHEDULE

    The league schedule and deadlines for export uploads will be set at the discretion of the Commissioner, subject to the following provisions: 1) No more than one stage or game simulation will be run in a 24 hour period, except during the two free agency periods, as described below; 2) during the regular season and the playoffs, there shall always be at least one mid-week simulation run between game day simulations, except the CFL Bowl, for which the midweek may be run on the same day as the game day simulation; and 3) during the regular season, only two games will be simulated per week.

    The first free agency period will follow this schedule:

    Stage 11-12

    The second free agency period will follow this schedule:

    Stage 1
    Stage 2
    Stage 3
    Stage 4-5

  7. HALL OF LEGENDS

    The Hall of Legends honors the greatest players in CFL History. Any player who has been retired for at least one season is eligible for induction into the Hall.

    1. INDUCTION PROCEDURE

      The nomination process will be conducted by the Hall of Legends Director, appointed by the Commissioner, with the following restrictions:

      1. Before the start of the previous season's playoffs, the Director shall create a thread in the CFL Forum entitled "Hall of Legends Nominations."

      2. Any current owner, former owner, or fan may nominate any eligible player for nomination by posting a reply in the Hall of Legends Nominations thread.

      3. The voting period shall begin at the start of the first free agency period and end at midnight EST before the training camp stage is simulated.

      4. All votes shall be cast by secret ballot submitted to the Hall of Fame Director by Private Message (PM) on the CFL Forum. Only current team owners may vote and only one vote shall be cast per team.

      5. To be inducted, a player must receive 20 votes from the Committee of the Whole, or 75% of votes cast (minimum of 16 votes cast).

      6. Nominations do not rollover to subsequent years. If there aren't enough votes to make a decision on a player, that player must be re-nominated to be voted on again. A player may only be nominated 3 times for the Hall of Legends.

    2. INDUCTION CEREMONY

      Players inducted into the Hall of Legends by the Committee of the Whole shall be announced at halftime during the first live chat simulation of the Regular Season.

      All players inducted into the CFL Hall of Legends shall have a summary of their career posted on the CFL website consisting of no more than 200 words. The author of the summary shall be one of the following in order of priority:

      1. Current owner of the team where the inductee played the most years of his career.

      2. Current owner of the team where the inductee played his last season.

      3. Former owner of the team where the inductee spent the most years of his career.

      4. Former owner of the team where the inductee played his last season.

      5. Any current or former CFL owner who volunteers.
